I agree it sounds like the O-ring should go between the 'bumps' and then the whole thing slide up to where the housing for the o-ring is. Normally though, if the O-ring is between the bumps then the tube the flush pipe slides into will be plain. If the O-ring has a housing in the tube then the flush tube will be plain.
